What is a Comprehensive Plan?
A Comprehensive Plan is:
- Authorized by the PA Municipalities Planning Code
- A guide to public and private decision-making
- An expression of what a county, region or municipality wants for its future
Why should the City of Clairton plan?
The City of Clairton and its planning partner, the Clairton School District, are presently dealing with many of the same issues facing Southwestern Pennsylvania Communities-how to improve public safety with limited manpower and resources, identifying the best uses for under utilized sites within the community for economic development; increasing the use of parks and recreation facilities; and evaluating options for providing services in a more effective and efficient manner. This plan will also take into account the City’s current status as an Act 47 Community and contain strategies that are consistent with the guidelines established for finanicially distressed municipalities.
Benefits of Comprehensive Planning
- Helps identify where investments should be made
- Justifies grant requests and permit approvals
- Helps the community recognize, preserve, and enhance its unique characteristics
- More likely to achieve the desired “Vision” for the community
Comprehensive Plan Focus
The City of Clairton Comprehensive Plan will focus on the following key elements:
- Housing deterioration and property maintenance
- Vacant and underutilized properties
- Failing central business district
- Underutilized transportation corridors
- Poor public perception of the community
- Lack of recreational activities
- Criminal activity
